Abstract

<p>Government budgeting serves as a crucial tool in navigating the complex landscape of resource scarcity, where demands consistently surpass available resources. This perpetual challenge underscores the necessity for governments to prioritize effectively, regardless of the specific type of scarcity encountered. As articulated by Olurankinse (2010), various forms of resource scarcity confront governments, each presenting unique dilemmas and trade-offs. Yet, amidst these constraints, governments are compelled to make strategic decisions regarding allocation and prioritization, reflecting overarching national objectives and societal needs. This abstract delves into the multifaceted nature of resource scarcity in governmental budgeting, emphasizing the imperative of informed decision-making in the face of competing demands. Drawing from Olurankinse's insights, the paper elucidates the complexities involved in navigating resource constraints and highlights the inherent tension between finite resources and infinite demands.
